U.S. foreign service officer - U.S.-Caribbean Partnership on climate adaptation (PACC 2030)

Based in the U.S. Embassy to Barbados and the Eastern Caribbean, Lillian is a foreign service officer for the U.S. Department of State covering energy and resilience across the Caribbean.  In particular, Lillian focuses on the U.S.-Caribbean Partnership to Address the Climate Crisis 2030 (PACC 2030).  This is the U.S. government’s flagship partnership with the Caribbean to advance climate adaptation and resilience and clean energy cooperation as we work to achieve the goals of the Paris Agreement and the 2030 Sustainable Development Goals.  As a Foreign Service Officer, Lillian has also served as a Regional Policy officer in the Bureau of Oceans and International Environmental Sciences, coordinated international exchanges with Africa, and managed the American Music Abroad Program.  Lillian also managed grants to countering violent extremism in Kabul, monitored and evaluated refugee assistance in East Asia, and worked in China.  Lillian holds a B.A. from Bucknell University in International Relations and in East Asian studies and a certificate in international relations from the Hopkins-Nanjing Center for Chinese and American Studies in Nanjing, China.  Prior to joining the Department of State, she served as an AmeriCorps member teaching ESOL in Virginia.  Lillian is from New York State.
